The statement, called Pacing the Frontier, is not a demand to stop AI development now. It asks Washington to support an international effort to build the technical and governance infrastructure that would make a coordinated, verifiable slowdown possible later, if frontier labs and their own safety researchers conclude the world genuinely needs one.

What the Pacing the Frontier Letter Actually Says

The petition itself is short and deliberately narrow in its ask. Signatories, including Anthropic chief executive Dario Amodei and co-founders Jared Kaplan and Jack Clark, OpenAI chief scientist Jakub Pachocki, and Meta chief scientist Shengjia Zhao, request that the US government support an international effort to develop the technical and governance tools needed to deliberately pace the frontier of automated AI development. Several signatories quoted on the letter’s own site describe frontier capability as advancing faster than the safeguards meant to contain it, with one Anthropic employee writing that the relentless pace of AI makes it harder for society to keep up and puts pressure on labs to cut corners on safety.

Within hours of publication, OpenAI and Anthropic both endorsed the statement at the corporate level, an unusual step given how often the two companies land on opposite sides of AI governance debates. Anthropic’s own corporate response tied the endorsement directly to research the company published only a month earlier documenting how much of its own code and research work is now written by its AI systems rather than by human engineers, evidence the company says points to the need for exactly this kind of pacing mechanism before recursive self-improvement moves any further.

Why Anthropic’s Own Data Is the Backbone of This Argument

Anthropic’s report, titled When AI Builds Itself, is the clearest evidence behind the petition’s urgency. It found that as of May 2026, more than eighty percent of the code merged into Anthropic’s own production codebase was authored by Claude rather than by human engineers, up from low single digits before Claude Code’s research preview launched in February 2025.

The same report found that the length of tasks AI systems can reliably complete on their own has been doubling roughly every four months, faster than the seven-month doubling time researchers had documented previously, and that a March 2026 survey of 130 Anthropic employees found the median respondent estimated producing around four times as much output with AI assistance as they would have managed without it.

None of that data proves recursive self-improvement, in which an AI system fully designs its own successor without meaningful human input, has actually arrived. Anthropic’s own report is explicit that the company is not there yet and that the trend is not inevitable. What the data does show is that AI is already automating a substantial share of the work that produces the next generation of AI, a measurable precursor that the report argues could compound quickly once the remaining human bottleneck, exercising judgement about which research directions are worth pursuing at all, narrows the way execution speed already has.

The Timing Nobody Signing This Letter Could Ignore

The petition did not appear in a vacuum. Anthropic’s own recursive self-improvement report acknowledges this directly, noting that AI training runs are far easier to conceal than missile silos and that the incentive for any single actor to keep going quietly while others pause is enormous, because whoever continues could inherit the lead permanently.

Critics of the letter have made a related point from the opposite political direction. Technology policy analyst Adam Thierer called the petition a troubling development, arguing that asking the US government to help constrain the pace of an entire global industry carries obvious anti-competitive risk, particularly for open-source developers who did not build the safety problem the petition is responding to and would likely bear disproportionate compliance costs under whatever framework eventually emerges.
